To all the apartment seekers out there...
In and around Hartford you will get exactly what you pay for. Higher rent = higher quality and less annoyances to deal with.
In my experience, the management has been helpful and they are improving all of the time. Complaints never go unrecognized, despite what some people might tell you.
The walls are incredibly thin, as is the case with most of the cheaper apartments you are going to find in the area. Your only hope is that the neighbors will be considerate. If the noise really bothers you, then you have to notify management and deal with it (I decided to move my bed into my living room to deal with the noise. You might have to make similar sacrifices).
The electricity is expensive relative to other places. Think about it, it is a mill. The ceilings are 15 feet high and the windows are 6 feet. It is to be expected. The heat and air conditioning only have one setting, full blast. A single apartment is going to run you about $850-$1000 total per month depending on the season. That is still cheaper than other places.
My advice:
The mills are a decent place for young professionals living on a tight budget and college kids who go to school in the area. But paying cheap rent means you have to be ready to deal with annoyances.
Other options I would suggest are:
-Renting from a homeowner in the Elizabeth Park/UConn Law area. It is cheaper and you will have more considerate neighbors.
-Finding a roommate (either on your own or on Craigslist) and getting an apartment in a higher quality building.
