We lived at Windsor Brooke for 2 years because they were one of the few complexes that would allow two dogs. During our time there, we lived on the third floor and had a recurring problem with mice (approximately 12 in our last year alone) even though we never left any food out. We contacted the office and nothing was ever done. The complex was noisy. We could hear the words being spoken on the TV below and beside us, there were always loud people congregating outside at all hours of the night, car alarms going off, teenagers loitering, etc. There were police constantly roaming around the area, as we would receive many warnings in our mailboxes about car thefts, damage, break-ins, etc. The materials used to build these apartments in the 1980s were not quality materials. There is a documented problem with the plumbing and water heaters, which causes them to freeze and water goes all over. If you live in a lower apartment (1st or 2nd floor), you had better hope that none of the water heaters above you go bad. Because the water heaters are outside (very poor design), it is very common that these freeze. We also had a recurring problem with the pilot light in the water heater going out on its own whenever it was windy outside. We would get up in the morning to take a shower before work and there would be absolutely no hot water whatsoever. Other neighbors had the same problem and the maintenance crew did nothing to remedy this situation. By the way... this place makes you pay for your water usage-- nothing is included in the high rent that you pay. The rent you pay and the deposit are completely negotiable. They even charge you pet rent of $30 per month, per pet, but this is also negotiable. There are many people in the complex who do not pay pet rent at all because they either negotiated it or they never told the office about their animals. This place gives you the first 10 days of each month to pay your rent, however they do not necessarily cash your check during this time. Since they take their sweet time to cash your check, you often will get whacked with a late charge of $50 for not paying your rent on time. Then if you try to dispute this, they will never admit to their wrongdoing. Overall, the office staff was pleasant, but fake. There is high turnover in their office so make sure you get everything documented. The grounds appear nice at first glance, but don't let that fool you. Trees surround the pool so the water never really gets very warm throughout the entire season. The lighting around the complex is very poor. Often times, the lights are out or they turn off as you walk by them. In our two years there, they only replaced all of the burnt-out lights once. Although there is a rule that dog owners must clean up after their pets, very few of them do so-- especially in the winter. During the winter, just consider all of the grounds a field of dog ------ it is very very gross! Although they provide 3 clean-up bins around the complex, they are often out of bags and the trash is rarely emptied. The garbage compactor is near the main entrance to the complex and mounds of trash accumulate there-- especially on the weekends. It smells and is very embarrassing when you have guests come over and they see Mount Trashmore as soon as they enter the complex. This also attracts many garbage pickers at all hours of the night. There are rules that people are not to dump furniture by the dumpsters or they will get fined. I can't even begin to count how many times I saw this rule get broken without any consequences. Eventually management started renting huge dumpsters every few months for the furniture (an unmentioned acceptance of this behavior''), but people would also throw their regular trash in it and it would sit for weeks at end and smell! The maintenance crew was very slow to respond-- often taking days to fix the simplest things. Often times they would "jerry-rig" remedies for problems and therefore the issues would continue to happen time and time again. Each time you contact the management office to submit a request for maintenance on the same problem, the office staff gives you more of an attitude each time. Also don't be fooled by their "community events." These events are often canceled and never rescheduled and when they do hold them, they gear them to the kids of the neighborhood. In conclusion, although this place looks nice and the staff seems nice, beware and look at the underlying issues. I would recommend that you look to rent a 2-family house; condo, etc. rather than waste your money and be miserable in this hellhole. You will definitely get more for your money and be happier renting a house.

Any apartment complex will make you pay to break a lease early. What about your cell phone, don't they have contract breaking fees? I had an apartment at a place that wouldn't allow me to break my lease AT ALL, not EVEN if I PAID! What world do YOU live in and what makes you think that things come free?
