What is up with the poop

Years at this apartment: 2004 - 2004
 
The property is covered with dog poo I mean covered take a walk around its the worst i've seen. There is trash everywhere and the siding is hanging off all the buildings why is this place in the worst shape its ever been in I've been here 8 years and will not renew if there arn't drastic changes The compitition must have noticed the same things because they are advertising directly to us.
