I agree with some of the other posters - considering the town, Pebblebrook is a good value. There's not much else in the New Britain area that has the facilities or neigborhood of Pebblebrook. Plus the location is great - a mile away from the mall and right on Rt. 9 and I84.
However, if you're looking for a longer-term housing solution (more than a year or two), I'd suggest you stay away. Management is by no means on your side. Miscommunications happen frequently, and it becomes clear after you submit your first month's rent that you have no friends in management. Mail packages are frequently lost (stolen) from the main office, and car theft is an apparent problem.
Unfortunately, the worst part about the complex is the maintenance department. Maintenance and repairs take forever and are rarely fixed on the first try, although this is more due to mis-management by the head office than the workers themselves. The worst part is the employees themselves. The only nice maintenance worker that did work in my apartment quit because he didn't like the management. The others are condesending, pushy, inflexible and disagreeable. I've had more negative interactions with maintenance staff about noise than from neighbors in adjacent units. The maintenance workers treat you like an inconvenience at all possible times, and make the apartment complex an uncomfortable place to live.
Bottom line, if you need a place to stay for a year or two in college, or while you're getting your finances together, it's not a bad choice. If you're looking for long term housing, it would be best to look elsewhere. Pebblebrook is not a friendly atmosphere, and it shows in their high rate of apartment turnover.
