I've lived in this apartment complex since 2005 in 3 different apartments (I've upgraded a couple of times). I've never had any issues with anything. I was in a tough spot when I first moved in and the office staff was understanding and incredible sympathetic. They've always fixed anything that has gone wrong (and not much has), and even when I've paid rent late they've tried to work with me. All their fees are explained in their lease so none of it is a surprise. Not to say the fees aren't high or that I enjoy paying them, but you know about them upfront.
As far as the neighbors, well, the leasing office can't control everyone at all times. It's my responsibility as a tenant to notify them if something's going on, or to call the police if it's something important or dangerous or disturbing. I've gotten notices myself when my dog's been barking, so I know they respond to other tenants' complaints. They have a lot of apartments and tenants so you can't expect to be treated like you're the only one. As far as I go, I'm happy that they recognize me by name, and that they've always done anything I needed them to do.
