Alleged Peeping Tom Discovered At Rocky Hill Complex

ROCKY HILL -- Police said residents at an apartment complex in Rocky
Hill have had to deal with a neighbor with a camera prying into their
lives.
The residents at Century Hills were just finding out about the man,
identified as 29-year-old Chad Wilford. Police said he pointed his
camera through windows throughout the complex, and he now faces dozens
of charges.
"That's actually creepy," said Mariel Rivera. "That's disgusting."
Police said Wilford, who is now free on a $100,000 bond, was videotaping
people through their apartment windows, sometimes at their most intimate
moments.
"This is extremely unusual," said one Rocky Hill police official. "It's
an invasion of privacy. People were carrying out intimate acts within
their dwelling, safe and out of the public view."
Police said on 26 occasions, Wilford hit the record button and
videotaped people through windows, even getting close enough to see
through blinds. What is most disturbing to residents is that none of the
residents filmed have been identified, so many wonder if they've been
videotaped.
"If you're on the ground level or even if you're on the second floor, a
lot of times with the right equipment somebody can look in the window,"
said Lt. Tobert Cantina, of the Rocky Hill police. "As disturbing as it
is, these are precautions you have to take."
