Tolerable for a year or two

First of all, these apartments are relatively cheap for Stamford, so I can't complain too much. My 1-bedroom is spacious enough, ceilings are quite high, the outdoor landscaping is nice. One major problem is internal noise--I can hear the neighbors upstairs stomping around on their hardwood floors. There have been 3 sets of people above me, and none of them has padded or carpeted the floor. These hardwood floors are supposedly postives, but in fact they are negatives. No one above me has ever taken their shoes off, and the footsteps are like a jackhammer. Also, below me I can hear a baby crying and phone ringing. To the side, I hear arguments and TV shows. I hear the elevator grinding and the elevator doors slamming at all hours of the day and night. Perhaps it's just my bad luck, but on each occasion I was sick and stayed home, I heard hammering all day long. There seems to be an eternal construction project going on in the building, which starts at 8 a.m. sharp. My sister stayed with me for a week, and we almost went nuts because of the constant noise. Any noise in the building echoes up through the walls. And it goes both ways: I feel limited as to what I can do because I don't want to disturb the people around me. So, I can't watch movies or listen to music at full volume, otherwise the pounding on walls and hitting the ceiling with a broom begins. The second problem is parking. Get on the waitlist for a garage spot and pray, otherwise you'll be parking illegally most of the time. I almost moved out because I could never find a place to park (no assigned spots), but fortunately got a garage spot after a month (a well-spent $80/mo). If someone wants to drive over and visit you, tell them they'll have to park at the pharmacy or the church. Otherwise, it's not a bad place. Somehow the 4 washers and 3 dryers seem to be enough for over 50 apartments. To put money on the laundry card, you have to go outside and walk to a different building, which is ridiculous. A minor problem is the bathroom ceiling, which quickly turns to mildew and flaking chunks of paint. When I moved in, there were nails sticking out of the floor in some areas, but maintenance is quick to respond to problems. I had a window and the dishwasher replaced within a day of the request. I put an illegal deadbolt on the door because all the main locks look like they've been picked at, and also one time some "inspector" busted in unannounced to check the radiators. I had just gotten out of the shower and fortunately had finished getting dressed when this occurred. There's a small workout facility, but I guess most residents don't exercise because it's usually not crowded. Sometimes the heat doesn't come on during the day when it's cold outside, and sometimes there's no hot water in the morning. Basically, if you're out at work 9-5, get home and turn on some background noise, and have a garage spot, you'll be okay. If you can get a top-floor apartment, that would be even better.
