Management changes frequently..

And the apartments are old..

1. if you live in downstairs you are gone.. You cannot tolerate wood creaking sound made by the people walking on the top floor..

2. If you live in downstairs there is 100% chance that you will be invaded by rodents..

3. Poor design for the ground floor apartments. lack of walk in closets..
Water heaters and air conditioners are placed in the walk in closets so you cannot use them at all..
