This place is a dump. If you like no hot water & cold showers this is the place for you. If you like dogs barking, dog fights thanks to people that don't know how to handle their own dogs, and stepping in dog poop all the time move on in. If you like listening to the cops & sirens because Rockville is right around the corner then you'll feel right at home. If you like worrying about your valuables because everything posted before is true there have been vandalism going on & theres no security/locks to the doors for the buildings- might as well live in Hartford!!!!!- then you've found your new home. If you like broken appliances then look no further. If you like sweating in the summer thanks to a piece of junk 1970's air conditioner then youll be most happy here. If you like being lied to by a crappy manager who only cares about appearances & treated like an idiot when you are trying to voice legitamate complaints then this is your dream home but wait she's leaving so maybe you won't be able to enjoy all the fun! If you like your privacy squashed thanks to the property manager and maintenance just coming and going as they please into your apartment with little or usually no notice then this place will give you that fuzzy feeling inside. If you like living next door to drug users and smelling pot smoke youll be in good company. If you like the college party scene, music, loudness, fights then what are you waiting for hurry up and move in.

I've never had a problem with no hot water, or any electrical problems. Also, I think they give fair warning when they are doing inspections - usually a week to two weeks. If you have a problem with that, then are you hiding something?
Any apartment you go to you are going to have loud people - do you ever complain about it to the manager? The one time I had a problem with people having loud music, they told them to be quiet and I haven't heard anything since. If someone is to loud, it's called disturbing other tenants which is a complaint that can result in eviction.
People need to stop complaining that these things are problems and start doing something about it - how can these things be fixed if it's never addressed properly? If people are smoking pot next door, tell the manager, as that is a complaint that will result in eviction as well - or call the cops. If you have a problem, do something about it instead of coming on here and bitching about it. Did you even read the rules and regulations before you moved in? If you did, you would've know all of this....
Yes, the dog poop is an issue, but the apartment people have told us numerous times to not do it, and they even installed dog poop bag stations for people to have easy access to picking up their dogs ---- It's not their fault that people are lazy and can't walk 5 feet to the bags and pick up the ----

I am the property manager and no one ever goes into a unit unless there is notice given to the resident and or the resident asks us to go in and look at something that needs repair. Also... since winter I have no complaints about any a/c not working or else it would have been repaired or replaced. I agree that the person complaining is also the one with the jeep... have a nice time at the SVM.

I agree with GBexeGB1 in many ways-- I had electrical problems, appliance and heat and a/c problems. Maintenance came by several times but the fixes were always temporary (as in things worked for a week). I also knew people whose vehicles were vandalized. While you may have to involve the cops in cases of vandalism and loud or pot smoking neighbors, there is no reason why appliance and hot water problems can't be solved long-term. A crappy AC can be replaced!
As for privacy-- yes, some people do have things to hide: you don't want unexpected visitors right at your door when you are walking around in your underwear because it's hot and the stupid A/C isn't working! Also, I shouldn't have to put up with people coming in to my apartment when I'm not there because I don't trust them with my possessions.
It seems like GB did try to do something about his/ her problems-- by telling the property manager. Since I had aprtment problems that weren't taken care of, I can imagine she must not have been very helpful in that regard. And I don't imagine the cops can do anything about the lack of hot water.
When you have recurring problems in an apt complex that just aren't taken care of-- whether or not as a result of bad management--, they may as well become features of the apartment complex. In which case GBexeGB1 is absolutely justified in "bitching" about his/her apt problems here to let apartment hunters know what they may be in for.

I've never had any problems with the hot water. Seems just fine to me. And the ACs work fine. If they don't for you then perhaps your just used to central air? I'd be willing to bet this person complaining is the same person who had their Jeep broken into.

Firstly I would like to point out that *most* apartments are going to have both satisfied and unsatisfied people its just a fact of life. Our standards/perceptions/past experiences/comparisons are going to differ. To assume that the only person complaining/unsatisfied is the jeep being broken into guy is presumptious at best and rather elitist at worst. Secondly I happen to know the jeep being broken into guy and I truly doubt he is GBexeGB1 for 2 reasons- he has a dog so why would he be complaining about dogs and he really doesn't strike me as the kind of guy who would complain about pot smoking neighbors and parties going on HaHa. Thirdly and most importantly actually the 6/24 response by the property manager is offensive and rude and i would hope she has the diginity to come back on here and remove it or reword it at least. You end by saying have a nice time at the SVM and you've also been telling people he's moving. Some or maybe many people are going to know which property you're referring to. Its not your place and clear violation of privacy to announce where the guy whose jeep being broken into is moving. You are acting unprofessional at best and at worst it was just nasty to announce someones private affairs on a public website. I take offense on his behalf. I hope you don't share my personal affairs with other tenants. Fourth i agree with GB on many points. I have also had problems with no hot water on more than 1 occassion and the air conditioner doesn't really bother me but I've heard a couple other neighbors complain about it and also say it trips the breaker for them often. As far the vandalism stuff well yeah... do I really even need to comment at this point? Its obvious enough. I will say though that proper notice is given to me when inspections will be taking place. The problem with "bitching" and "doing nothing" is that some people just don't want to call the cops on loud neighbors or even pot smoking neighbors but seeing as the cops are in the property often enough on noise complaints why do we even *assume* that GB *hasn't* called the cops or complained to the manager? And possibly it just keeps occuring and also GB is coming on to this site to complain as well after all a site called apartmentratings would be the place for one to " ----- #34; about the problems that happen at your apartment. OK, This is the owner of the Jeep that was broken into, and I just have to respond. I belive I know who PRich3301 is and I just want to say thank-you.
First of all, let me tell my story. On June 2nd my Jeep was broken into. I called the police, took all the proper channels, and even went as far as to respectfully notify my neighbors that it occured and that it wasn't the first time, as a few weeks prior someone had their wheels stolen and their vehicle was up on cement blocks. I may have also said something along the lines of "I'm surprised MANAGEMENT (I'm very careful not to use names or blame anyone) hasn't notified us that this was happening, like they did last (07) summer." a few days later, an officer of the Vernon Police department came to my door to tell me that there were other vehicle vandalisms in the complex and that residents were accusing me of this crime. She also informed me of this website and the accusations that I was "ranting and raving and putting up false information that may result in a law suit against me". I came on here and was shocked to discover that I am a hot topic issue in the Hillside Terrace apartment complex!
the officer would not tell me who was making these accusations aside from saying "other tenants". I was the victim of a crime, and somehow I was turned into the prime suspect, including accusations that I vandalized my own vehicle just to make the property look bad, which is perhaps the most absurd thing I have ever heard in my life. I have a deductable on my insurance that would make it economically stupid to do such a thing.
I would also like to say that I am genuinely offended by management's posting of where I am moving to on a public website. This is in clearly bad taste and is an invasion of my privacy, especially considering that the actual perpetrator of the vandalism against me may have targeted me specifically, and now knows where to target me again. I'm sure if I were to post on here where the former manager is moving to, legal action would be taken against me, as it has already been suggested that such action could be taken against me based on information, factual or otherwise, posted anonymously on a website.
lastly I would like to say that, despite popular belief, I am not moving as a result of the vehicle vandalism. We had already submitted a notice to vacate prior to this event. my reasons are my own. I believe my private life has been made public enough already.

I'd like to comment on this topic as I've been a resident for quite some time now. I have not had any issues with maitenance entering my apartment without proper notice. CT renter/tenant statutes states that "reasonable" notice must be given, otherwise, management is not allowed to enter the apartment unless emergency. It has been my experience that 1-2weeks notice is typically given, which is reasonable for me.
As for theft, I haven't had any problems, although there are certainly some sketchy tenants and wanderers in the parking lot from time to time. But keep in mind the geographic region...Rockville is a 5minute walk down the hill and I am sure this plays a role. Last summer (2007) I noticed a significant increase in the number of robberies being reported on the news occuring at local gas stations and other stores such as CVS.
I will agree that there are some "rowdy" tenants. I wouldn't exactly say that it is a college party scene, but I too have experienced the consistent smell of pot in the hallways and through my windows at night. Additionally, I am tired of smelling cigarette smoking every 15-20mins through my windows due to people smoking on the outside steps. On my floor, there is one apartment in which husband/wife or gf/bf are constantly fighting, screaming, and sometimes throwing things into the hallway.
Additionally, there are new neighbors who have 2 dogs, in addition to the other dog on the floor. THIS HAS BECOME AN ABSOLUTE NUISANCE!!! The new dog(s) will bark for 3-4hours CONTINUOUSLY. This is not an exaggeration, and the property manager can verify this with housekeeping staff. If someone walks into the hallway, it triggers the dog to begin the 3-4hour rant. This occurs whenever the owners aren't home, day or night. Imagine hearing the annoying bark of a small dog coupled with the much louder bark of a larger dog.
While Hillside Terrace has been good to me for several years, the new addition of these dogs, and the smoking so close to the building, will most likely cause me to look elsewhere when it is time to renew my rent.
