Friendly staff, parking is scarce

Years at this apartment: 2001 - 2003
 
Near the center of town, but surprisingly quiet. Neighbors keep to themselves kind of a yuppie attitude in West Hartford. Manager is nice about not charging deposit for cats, letting people use parking spaces of empty apartments, and dropping off friendly notes that the trash and water bill is due... a mostly good experience - but more expensive than other apartments in the area.
