First let me start off by saying that I think people on this website tend to be complainers. Westwood is a decent apartment for the price. I paid 995 for a large 2 bedroom apartment. I have lived here for 1 1/2 years and it's not a bad place to be. Parking for guests is a problem (THEY TOW) but that's taken care of if you just call and leave a voicemail and park in the designated visitor spots. The tenants are a mixed lot.... I have been lucky to be in a quiet apartment building!! There is the problem of smelly hallways.... some reviewers here say it's curry; I say it's stinky. The laundry is good. They have their maintenance staff clean the hallways and parking lots everyday. I had to call the maintenance people thrice and they responded the very next day (my problems were what you would call non-emergency). The office staff are really helpful and friendly. I have never faced any problems though on a couple of times they had to be prodded.
The place is very near (but not too near) downtown Hartford, West Hartford Center and the mall. There is a park right behind the apartment, grocery store, video rental, food, gas stations.
The apartment does have old equipment - the fridge, stove/oven, dihwasher etc... Compare this to other apartments in Manchester, Vernon, Rocky Hill etc... this wins on Features for the Cost. If you can afford to pay more I would say do look around.
