IF YOU LIKE FREEZING DURING THE WINTER AND SWEATING DURING THE SUMMER THIS PLACE IS FOR YOU. THERE IS NO CENTRAL HEAT OR CENTRAL AIR. THEY REPLACE NOTHING FOR FREE. THIS INCLUDES CARPETING AND KITCHEN FLOOR. THIS PLACE WENT FROM HIGH CLASS TO NO CLASS. THEY DO NOT EVEN HAVE A SERVICE ELEVATOR. THE NOISE OUTSIDE DURING THE SUMMER IS AWFUL.

Im not sure I understand when tenants complain about not having central air/heat or elevators. You should have asked about that before you moved in, so if it was a problem, why did you move there in the first place?
