We moved here less than two years ago. It had beautiful grounds; well manicured, a river, two pools and lots of forest. By winter we found out how well insulated the units were. You can easily hear your neighbors walk. Shrink wrap the windows in an all electric unit, set your thermostat at 65 f and maybe your electric bill will not exceed $500. With water & garbage, rent and electric expect to pay as much as $1600 a month. Is it worth it' Well the appliances are old, very old, and the windows and doors too. In fact, counseling inner city youth I have been in numerous projects across the country and have yet to find bathrooms, kitchens and windows/doors as old as these. It can be baby poop green, rusted, scratched and cracked but if it turns on it will not get replaced!!!!
When we moved in we loved the diversity, it is very ethnically diverse. It was mostly families and older couples and walking at night was a favorite activity.
As winter broke I noticed big passenger capable day labor vans pulling in. Then I saw numerous folding beds being delivered to single units. Now each day I arrive from work I watch many, many day laborers walking in. On Saturday you can watch them in groups make the trek to and from the package store carrying cases of beer and liquor bottles. Suddenly every weekend as I attempt to do my wash the washers are all full or broken. Four this weekend. And I am turned back three or four times as hours old laundry sits in the washers. Last weekend clothes were strewn around the laundry room, at least two big loads of wet and moldly clothes. I have found Q-tips, plastic obejets and other "unkown" items in my laundry. Obviously left in the washers. I am beginning to encounter uncomfortable situations outside at night as well. Young folks hanging around outside the gym drinking and listening to music in a parked car. Young men hanging out in front of the laundry facilities. People smoking weed behind the outdoor pool at night in parked cars< ihave seen this on a couple of occassions. I have witnessed this change before, its not good! Despite new roof's and pavement and a still awsome landscape the safe feeling, comfort and convienence has become evasive. Combined with the high price you pay this is not a place I would recommend. Townhomes up the road, not as nice outside/better inside, are more modern and less costly. They include heat, water and garbage. Of coarse if you don't mind the new environment at Rivers bend North Hartford is close and provides the same environment for a fraction of the cost, no new roofs and pretty landscaping though.

You said it perfectly...My winter average utility billing was $400...On top of it they have increased the rent by nearly $100..not to speak of old appliances...and I do not feel safe at all...
I would not recommend this place to any one....
