Look, it's clear that this place will never be featured on lifestyles of the rich and famous, but it's not exactly a hell hole either. Granted, I live on the ground floor with an always immaculately polished hallway floor and a spacious lobby. I totally agree with many of the comments made here, chiefly, the carpet on the upper floors has got to go.
My advice to anyone looking to move here is to only take an apartment on the ground floor. I cannot stress how great it is to be able to walk out of your door and be in the middle of a major cosmopolitan city such as Washington, DC. I ride my bike every day, and it's unbelievably convenient. I'm tickled to death at the affordability and convenience of the place, and I'll gladly overlook a few aesthetics to reap the benefits of a safe, simple, convenient, and extremely affordable "City" lifestyle. Hint: Roaches' Boric acid, No More Roaches!!!
P.S. I get a chuckle every time I walk past the hotel across the street where there are people paying 1/3 of what I pay monthly for 1 nights stay.

This is the best review an most honest I've read - and I've newarly read them all and lived at 1500 Mass for about 3 years on and off between 1997 - 1999. Apparently it ahsn't changed. It's a fine place to live unless you're incredibly picky. You CANNOT beat the location/price.
