I've been living at this building for about six months. I chose it because I wanted to live downtown so I could walk to work, and it was by far the cheapest in the area (studio for $910/mo, compared to other buildings in the area that were around $1200-1300 for the same size studio). They are kind of tricky about showing the place though - they show you a "model apartment" on the lobby floor, which looks fine. So you don't (at least if you're me) go upstairs and see the disgustingly old and dirty carpets in the hallways - when I was moving in my friends told me it looked like a crackhouse, or something out of the movie The Shining. So the hallway carpet is disgusting, and the hall lighting isn't great either. But my apartment itself is fine - clean, no problems with bugs or rodents so far(knock on wood) - I am fairly high up in the building though. There were some normal problems with my apt when I moved in (clogged tub drain, etc), and management was great about getting them fixed right away. My only complaint about my apartment is that there's no temperature control in the room - there's a central heating/cooling system for the whole building, and if you don't like it then you have to just pile on blankets or open the window. I feel pretty safe in the building, although front door staff will just buzz people in and then not even bother to look at them sometimes, much less ask them to sign in. So I guess the safety feeling is just that creepy people don't seem to be trying to come in, rather than that they're not able to. There are always fire trucks with sirens going by if you're on the street side of the building, but as long as the room temperature is decent enough to keep the window closed, it's not too bad. I don't generally hear any noise from my neighbors, except from my annoying neighbor who likes to hammer on our shared wall. Front desk staff have always been friendly. I dont have a car, so can't comment about the parking, although a friend who lives in the building did have a huge problem - they were doing construction in the parking garage in the middle of the night, really loud. She complained to the parking management, and they were really rude to her. They said it was being done because people who park there during the day were complaining that dust was getting on their cars if the construction was done during the day. So they switched to doing it in the middle of the night, not caring that people were trying to sleep.
