OK... I've lived at this apt for over two years and i've got a pretty long list of reasons you should NOT move here...
FIRST- the building itself is disgusting. there is a SERIOUS rodent and roach problem. the hallways smell like the country of india (no offense to those from the country) as a whole, mold, garbage, and urine.
SECOND- security is rediculous. there are homeless people always coming in the building, ANYONE can get in the front door (especially at night when the lady who sits at the front desk is SLEEPING, everynight)
THIRD- The building controls the AC, and turns it off the first sign of cold and switches the Heat on. So, if it drops below 80 outside in the month of August, the heat is on in the building and there's nothign you can do about it.
FOURTH-The hallways are the worst part. No lie, the carpet has been there since the 50's and it is falling apart, held together by tape, and has HUGE stains in it. THIS IS IN THE HALLWAYS!! They smell horrible, most notably like urine, which makes me wonder what the stains are. I've been told since the moment i started living here that they would renovate the building. The manager keeps saying "after the first of the year.." This was two years ago he told me this!
FIFTH- Lets think of some "perks" they advertise, and one by one tear them down. The business center- computers are slower than dirt and often do not work. All night security- the two guards i've seen are a combined 250 years old and the person who's supposed to work at the front desk is alseep after midnight everynight. SHE WILL LET ANYONE IN IF THEY ASK.
SIXTH-The walls feel like cement, but I can hear EVERYTHING that goes on in the apartments on either side and above me.
SEVENTH- The kitchens in the apts are barely exist. The fridge they give you is a mini, just like the stove.
Also things to know... I've found that the people who live in this building are rude and obnoxious in general. Some people keep their front doors open and cook food so the whole building smells like it (this is everynight).
THEY LIE ABOUT PLANS TO RENOVATE THE BUILDING!
POSITIVES: Ok, so i've bashed the place, but there are a few positive aspects to it. Primarily, its location is great. Its downtown, between three metro lines, and in walking distance to everything you need. Second, the ppl who own the grocery store downstairs are the nicest people in the world. 3mPoZ6gGN6wTPgNi4L2C

Building is worth it to give it a try. I moved in 3 months ago and Management has always showed concern to residents concerns. The price is really value in an expensive area like the one near Scott Circle.
