I lived in 1500 Mass Apartments for a full year from Feb2007-Feb2008 as a student at George Washington University. I have nothing but good things to say about my living situation there. True, the hallway carpets are way too old school, but my carpet inside my apartment (where you spend all your time) was brand new. Adding on as a bonus is the relatively cheap cost and the outstanding location (safe and near all the fun things to do in DC). My place was a nice little studio for 1000 bucks a month, with ALL utilities included.

If you are really concerned about minor things like hallway carpet color, I guess this place is just not for you. My entire time there, the staff was extremely friendly and any appliance problems were fixed the same day or the next day. Also, I never saw a single cockroach the entire time I was there. My ONLY complaint was that my place did not have a dishwasher. If you can live without a dishwasher and ugly hallway carpeting, you will be living in the heart of DC for a cheap price in a great apartment. Also, there is a parking garage directly under the apartment.
