I've lived in the same studio in this building for basically four years now. I might have lucked out with the pests issue since I have seen on average only 2-3 small roaches/bugs per year. I don't know if you consider that a lot but I can definitely live with it. Frankly I think the pest problem is going to depend on the location of the unit in the building and also on your neighbors and previous tenants. i would vouch for my part of the building as being pretty good, and I suspect that upper floors would be worse as far as bugs since they would be warmer in the winter and the insects don't die off. Rats and rodents I have no idea. Haven't seen any so far.

The location of this building, combined with the somewhat affordable price is by far the biggest selling point. You basically get 3 metro lines and two supermarkets all within 15 minutes walk. About 20-25 minutes to the White House and the edge of the national mall.

The building itself is showing its age. I have had some bad problems with the sink and tub plumbing, which is shared with the neighboring unit. If the kitchen sink is clogged, people run the insinkerator/garbage disposal which for some reason can make the water level go down...unfortunately unless the clog was in the garbage disposal, all it does is flood the water into the neighboring unit's kitchen sink. In my worst experience with this building that happened to me and a huge chunk of my carpet got flooded from the kitchen sink. The lesson is that the plumbing has to be treated carefully (...maybe moreso on lower levels') and you might want to coordinate with your neighbor. All it takes is a good strainer in each drain and minimal food down the kitchen sink disposal.

Noise from other apartments isn't too bad. If people are talking very loudly on the other side of your wall you will sort of be able to hear it. The hallway carpets look terrible but I think that is a big part of keeping the rent down. Convenience store in the basement is very useful.

All in all I think the building is a fairly balanced low-end option. Like I said I might have lucked out on the pests but obviously not every unit has problems and overall if the building matches your criteria I would recommend it.
