Move here if you want a decent neighborhood and decent apartment, but don't expect much from the property manager, except to be creeped out.

You said it. "Move here if you want a decent apartment and a decent neighborhood." You can also expect great service and an atmosphere to enjoy. You shouldn't expect more than that from the Manager.
