How can we start a tenant organization'

I echo the last two reviews. I am fed up with these spoiled brats. Something should be done about these false fire alarms (three times in about three months'!) However, I am unwilling to move because moving involves costs and substantial amount of time, and I do not think good-quality tenants should bend backwards for those low-lives. Any suggestions on starting a tenant organization' I wouldn't mind making a contribution to hire a lawyer to protect our rights, if necessary. Alternatively, are there any organization to which we can write complaint letters'
