Yes, the staff are for the most part courteous, especially when you are looking to move in. However, I noticed a substantial decrease in responsiveness when I bring up issues or problems with my apartment. Although maintenance is fairly quick to respond to work orders, they may not fix it right (my stove top is still malfunctioning despite I think four work orders). When I have had these sorts of problems the management staff seem to feign (poorly) concern. There have been instances where they simply have not followed through on a request.
The noise differs depending on the building. Being so close to American University, it almost becomes the fifth dorm, and you'll know whether or not there are classes the next day depending on the noise level. Also, because of the student (presumably) population, certain things like roof access have been canceled.
I have heard complaints about bugs. I have not had issues myself beyond the occasional solitary bug in the kitchen, but if you make sure to clean, it's generally not a problem.
Furnishings leave much to desire (my stove is older than me I think, and the kitchen floor is coming apart, this was one of my ignored requests).
Parking: parking is something of a crapshoot. While it is free outside, it is not necessary the best. My mirrors were smashed for example and another resident had his or her windshield smashed while parked in the same area. The staff was generally unhelpful in this regard. I'd spring for the indoor parking if you can.
Generally, if you don't mind living a decently priced (I think it is overpriced, but what place isn't') building that feels much like a dorm, then it's acceptable. It's definitely a no frills type place.
