I moved to Capitol Park because of its proximity to 2 Metro Stations (Waterfront-SEU and Federal Center SW), a grocery store, CVS and Gold's Gym and because of these reasons, my stay there was satisfactory. As for the building itself, during my stay there was a serious roach problem. Visits from the exterminator only slightly improved the problem but never got rid of the roaches entirely. Noise can be a problem if you live on highway side of the building and from upstairs neighbors that do not have rugs/carpeting. If you sign a six month lease, be prepared for rent increments every six months or so.
However, I never felt unsafe in the building (even with the very dim lighting in the hallway). The rent was affordable and the neighborhood is quiet yet close enough to all the action. It is not the most luxurious apartment building, however it is affordable and well-located. If you are willing to overlook the roaches and noise, its a bargain by DC standards.
