High Cost for below average on everything

Let's start with the positive side:
Apartments generally have large rooms and Staff is very friendly. Other Tenants are generally friendly and there is some sense of community. The Location is also outstanding with a park and tube station right around.
Now the not so great things:
the windows are single glass metal frame windows that are probably 40 years or older. They don't shut properly and open to the outside so that you can't clean them. They never cleaned or fixed them during my whole stay besides multiple complaints.
Heating is old fashioned and noisy
Bathrooms are very old with broken tiles and a newly painted (!) bath tub
the hard wood floor was fixed multiple times so that it looks like a puzzle and was never properly sealed
they shut off water or other utilities during the day with almost no notice
one with of the building had continous problems with rats and mice (luckily I lived in the other part)
I stayed for a little bit more than 1.5 yrs and management changed 4 times
cable tv cables are just nailed to the wall
kitchen was brand new but the dish washer was loud like a helicopter
plus all of that for a lot of money, even by DC standards
