I've lived in the Empire for nearly a year, and the goods even out with the bads. The staff has gotten better with caring about tenants, but they're still more into passing the buck than getting anything done (ex. One tenant left her stove on when she went out, and I couldn't get the resident maintenence man to believe me when I told me there was a fire). However, problems are handled with relative speed.
The apartments on their own are great. Nice space, hardwood floors, and almost as much closet space as there is living space. Only thing that is lacking is the kitchen in the studios. EXREMELY small, but that's why the rent is so low.
The biggest problem I've had it that, if you're apartment faces onto F St, be prepared for drunken college freshman to be shouting at the top of their lungs during the warmer months. The building faces a huge GW freshman dorm, and is down the street from a larger one. If you have early mornings, invest in earplugs.
Ultimately, a friendly, if somewhat slow, staff, a safe neighborhood, and great space in the apartments. I wouldn't wholeheartedly recommend it, but on a tight budget, you won't find better.
