Great location, a lot of problems

The location is great - you're close to restaurants, shopping, and buses. Columbia Heights is within walking distance. The building is old and hasn't been well maintained. Repairs are done when absolutely necessary and in the cheapest way possible. Pets are permitted, but there's no enforcement of the restrictions (supposedly 1 pet under 40 pounds per apartment) and owners often don't feel any obligation to clean up. There's no central air and in some of the apartments you can't run a window unit on the house current; you'll have to pay $65 per month - for all four months, June through September - to have the special AC outlet turned on. The plumbing and wiring is mostly original, with occasional patches. If the management likes you, they'll treat you well; if not ... you're out of luck. A fire in February revealed that a number of the fire alarms didn't work. And they aren't connected to the nearest firehouse (tenants are responsible for pulling the alarm and dialing 911). Street parking is difficult at best, and car break-ins are frequent.
