Tenants taking to the street!

Hi,
I was just in DC today, trying to stop by some places that i had seen/read about online that were within my price range. I saw the reviews for Marbury at this site, but still decided to stop by and see it, after going to a couple of locations/apartments which let me down to an extreme(they were on the SW side,maybe SE). I finally got directions(from someone at a gas station,since the rental lady couldnt provide them)..as i approached i saw dozens of people/tenants outside of the building with signs that read soemthing like "Safety is not a LUXURY" and "No electricity since.." What a way for them to spend their Saturday afternoon. I said to myself "Well i Wont be moving There". So my apartment search continues. By the way, i was given a rental quote of $770 for a 1 bdrm there,they said all utils. incld. The grounds and building itself looked well-kept/decent,but that didnt out weigh the sight of residents on the sidewalk in protest. This is ridiculous...people pay ample money and have probs...i rented at 2 different (non-DC) places and didnt really have Any probs. One was $319 and the last one was $450. Electric worked,no roaches or RATS,hardly ever heard noise from neighbors(but in my last apt. i Always heard my upstairs neighbor walking around,and the traffic outside kept me from getting sleep..i got home from work at 7:30AM.) and i hadnt read any Reviews for those..just online info. I wouldnt prefer to go back to those apartment complexes, but as i said,i didnt/dont have any major complaints about them. *sighs* I better Never have rats or a roach problem. Good luck everyone. The way they take people's money and dont produce results is Really Wrong...unfortunately it seems to frequently be the case in the DC area(for those paying less than $900 i guess). Well atleast i now know whats out there,and hopefully that will give me a better chance of avoiding it. Im now aiming for an apt. in my homestate of VA moreso than DC(although Northern VA is expensive too)...im not crazy about DC's huge population in a tight space,the apartment issues there(which im sure can be found other places too..but still),and the way their streets/lights are designed/positioned is awkward.
