I used to live here (from 1980 thru 1986 at 2330) when there was not a traffic light out front. It was terrible trying to cross Good Hope Road. When I moved in it was nice, large one bedroom apartment, reasonable rent. I had only one complaint, the parking wasn't too good after dark.
When I moved out in 1986, things had began to go down. Break in's, robberies,etc.
Management needs to have a screening
process when someone applies for an apartment, no matter if it is section 8 or a regular tenant. If that tenant does not abide by the rules, then you take action.
IMMEDIATE ACTION...
You need a professional management team who wants to get the job done right and who makes sure everyone under them feels the same. If they cannot be courteous and responsive, they have no place there.
It is not the building that is messed up, it is some of the tenants, along with the unresponsive management team who are contributing to this situation.
There is a simple solution to the problem, if only the owner of the building would use the screening process and have a professional management team in place.
I guarantee that you would see a big change in less than one year.
Do you have a tenant's association' If not, it would be a good idea to start one.

Sure there are several tenants' associations that have neither clout nor the ability to force, if you will to affect any changes. All they've done is post flyer after flyer of what's happening or what they would like to have happen to this run down property. Folks working, uh I mean who show up at their place of employment don't care about about the conditions here; even those who live on-site. There have been so many tenants' associations I've lost count and I've been here since 2001 - thru so many property managers I've forgotten some names. They usually last about 18 months.

Whenever the owners get tired of all of this mess, they will go CONDO. And when that happens, you will see a different group of people all together. You will have an 8 foot fence surrounding the building and 24 security guards on their jobs like they are supposed to be. And let me not forget, they will have all BRIGHT LIGHTS in the parking lot. Watch and see..
