I've been a resident at the Miramar for a little over four years. Though rent is very cheap for the location (15th and Rhode Island), you really don't get what you pay for ... buyer beware!
Security has always been an issue here. A Kastle Key lock has been installed for the entrance, but it rarely works. The door is usually left open providing anyone and everyone access to the building. When the lock is working, the building is still unsecure. A friend of mine was robbed at gunpoint back in '03 in the elevator of the building. There have been various crimes reported in and around the Miramar, but this is the city.
Cleanliness has also been less than great. Staff are rarely seen cleaning the hallways and trash is frequently scattered throughout the lobby. In warmer months tennants are treated to a wonderful aroma from the garbage shoot on the south side of the building and from the trashroom itself. There have been attempts to beautify the complex, but the two "new" elevators rarely work and are far from pristine.
Service ... don't expect a smile. The management staff is rude and unresponsive. As stated in other reviews, blame is frequently turned towards the tennant. There are leaks in the roof that constanly wreak havoc with the plaster walls (imagine plaster dust and mold year long). The office is rarely occupied and if it is they try not to answer the door. Packages have been stolen from the office in the past and due to some mischevious residence, the postal service no longer picks up mail since the box was frequently jammed with garbage (that's right, no outgoing mail). The maintenance staff is friendly, but not very motivated and pretty ineffective.
Overall, the building is in poor condition. The only reason you'll find folks who have lived here for so long (5, 10, 20 years) is because it's one of the few rent controlled buildings in DC. If you get a good floor, it's not so bad. But at nearly $900 - $1000 per month for about 500 sq ft, the Mirarmar is far from a "perfect" deal. Beware when viewing the building and make sure to speak with a few residents to get their impressions of the place. If you do decide that you would like to rent at the Miramar request a "Corner Apartment", they tend to have the largest amount of space.
