the WORST building

Hazardous fumes and paints used to "renovate" buildings, fire dep had to rescue poisoned tenants; Rats & roaches in kitchen and living room - chew thru apt walls; Towed vehicles on inauguration night, thxsgiving, halloween, xmas, even if you have reserved a parking space! Winter: cold water/no heat, summer: no AC; We had a fire in the building last week but w broken fire alarm in hallways and apartment units the tenants had to detect the fire - when smoke filled up the entire building! Plumbing clogged: overflowing sinks, toilets on biweekly basis.

The worst heating and cooling units made in 1903.

Trash was dumped into the interior of the building and hand carried out, hence all the rats inside the building having a feast.

But the utmost worst thing was the management.

I'm 46 yrs old and lived around the world - occupied apartments all over DC, this was the nightmare living situation and worst experience of my life.
Btw if you are a tenant who dares to complain, the management tries to evict them.

All true. But perhaps a bit of an explanation.. The new owners paid too much for the building, and are struggling. Hence, they hired Borger Management, who are known in DC as the cheapest cutthroats in the biz. And as you can see, they are. RUN from this place. And if you find yourself looking at another building and someone hands you their Borger Management card, RUN from that too!!!

No rats on the 5th floor! But some ------ --- smells coming out of the walls, and roaches. Also, water damage on the ceiling, have complained for two years, they don't give a ----.

All true. Management is amateurish. Maintenance under-qualified and very loud. There are never any advance notices of noisy repairs and chemical treatments. If you complain they never apologize, actually they scold you. If you are late with rent and complain about something, they will send you nasty threatening letters. Stay Away from Borger Management. Try going to corporate headquarters and complaining about management. You will get the same treatment. They have all been very well versed in slum-lord management. Inspectors must be on good terms with them. Numerous complaints to housing authority get you nowhere. I personally overheard head of maintenance being asked by manager "when shall I have the inspectors come?". Disaster. Seems like new tenants (who pay up to $1500 for efficiency) are getting the picture and leaving after less than a year. Complete failure of management. Nice people but very bad managers. I could go on forever about problems here.

i was told this problem has been rectified. has this problem been addressed and fixed since november 2008? to date, are there rats in the building?
