I read a lot of negative reviews about QH before I moved here six months ago, but they were a lot less negative than a lot of other places I looked. Having lived here, none of the original complaints I read (thin walls, noisy neighbors, pests) have come up. I got a just-refurbished studio for $1281. Not cheap, but for a brand new place with water, gas, electricity included, it's pretty good for Cleveland Park. The gym is nice and not too busy, and I've never waited for a laundry machine. The floor plans themselves are also very good for studios. I wouldn't rave about the front desk staff, but they get a passing grade. The leasing office is very helpful, although I've had to be a bit persistent during my conversations. Parking is free, but is usually full by 6:30 or 7pm. Quebec St itself fills up too, but I've always found something within a 10-minute walk. Hey, it's free, don't whine. You can't find a more Metro-accessible location, it takes me less than ten minutes to get from my kitchen onto a train.
My walls are solid concrete, so I rarely hear the neighbors. Biggest noise sources are the girl with the high heels upstairs and people in the hallway. But these have never bothered me or lasted more than 1-2 minutes at a time. Overall, this is a great place to live and is definitely worth a look.

The security guard is completely idiotic - rather than respond to noise complaints, he acts as a one man complaint machine. I've had nothing but the TV on and he has claimed my neighbors (left, right and across) have complained... even when we're all watching a movie. I'm not sure Cafritz management can handle this as they seem pretty unresponsive, but it's a main reason I'm moving elsewhere.

Wow! I thought I was the only one with a problem with the horrendous security guard. He knocked on my door once. I expected my girlfriend. Before I opened the door, I put on a record. I opened the door and he told me my music was too loud. There was no music on until he knocked. I've also had the same problem with complaints from "neighbors" when all 5 of us are watching a movie together. The management is pretty bad... they're happier doing nothing rather than having to find a new security guard.
The original review here is completely incorrect in one main regard - he/she states that it's a "brand new place." The parquet floors are far from new (you may get splinters) and the "refurbished" kitchen includes incredibly poorly made cabinets. Further, the gym is nice for a free gym, but nowhere near the facilities at Mass Court which is comparable price-wise and downtown.
Additionally, the original reviewer's walls may be solid concrete, but that's not the case for everyone else in the building. I can hear one of my neighbors shuffling through drawers after showers and in the morning. Additionally, on the other side of my apartment, I can hear muffled voices whenever that neighbor is on the phone or has friends over.
