i lived in Savoy on the 10th floor for almost 2 yrs.
my recommendations:
- mgmt is pretty good and friendly, ur questions and troubles are answered very promptly

- if u choose the right aptt on 10th floor u get an excellent view of the New hampshire Ave and a balcony to spend ur time in the evenings with friends

- close to foggy bottom metro

downside:
- pretty costly
- coin operated washer/dryer
