I agree with what other people wrote concerning the Savoy. Look at the furniture in the interior of the building when you first enter the building. The sofas and chairs look like a homeless person defecated and urinated on them multiple times and the management is too cheap to buy new furniture. Need I say more' First impressions are everything.
Most rooms do have balconies however the site is not spectacular - another DC apartment building. Luckily my room had no balcony.
The first month I lived there I found ants and spiders on the wall. I don't blame the resident manager woman as much as I blame the management company. They make the rules she has to follow them or she is out the door. There is only so much she can do.
The hallways always smelt bad and the elevators were constantly malfunctioning. The hallways had spiderwebs and water leaks on them. I agree - the stench of weed and other foul odors permeates the hallways. Don't worry, once the insects fill the apartment, rats perhaps may follow if the situation deteriorates although I never saw any. I hope the management takes care of the situation to avoid that.
I agree with what the other people stated: The building is extremely noisy - the walls are extremely thin. I too heard other people talking and cooking in other rooms.
The people guarding the entrance doors constantly open the doors to strangers and streetwalkers and other non residents. This is not a safe place. Granted the building may be 30 or 40 years old however that is no reason to have broken fixtures and chipped walls. Yes, the tiles in the restrooms are chipped and cracked. The management does a good job of taking your money and providing subpar bad service. Even when you provide work requests they still don't fix anything.
If I paid a cheap amount for rent and received bad service I would not mind but the rent here was very expensive and tenants end up with bad service.
This place is a nightmare - avoid the savoy at all costs unless other places are booked. I'm so glad I departed the Savoy. My prayers are with the unfortunate tenants living there. May the lord Jesus help you find a better place to live.
I agree with what another individual posted: the plus of the savoy is the close proximity to Georgetown and metro. The tenants are rather friendly as well. They are not the crazy college students one may imagine

From my experience, the noise appears to be from the tenants of the Winston House that is in front / behind the Savoy. The Savoy tenants are nice and quiet on my floor but the Winston tenants keep yelling at 3 am in the morning and have their beer parties. The proposal of the management company installing thicker windows is a good idea. There are other buildings in Washington DC that did that.
