I lived in Washington Apartments for a year and and a half and you definitely pay for the location moreso than the facilities. To be specific the Apartments are located 2 blocks from the Convention Center metro line and the 70's bus line. It's also a 10 minute walk from the Verizon Center and Chinatown. The apartment can best be described as being in a transitioning area, there are some condos and there are also units that aren't as well maintained. Some of the other tenants may or may not have jobs and the cops are usually present, but not active at night.
Back to the apartments themselves, I was in a 2 bedroom and I had a roommate. The space was adequate but for the price it would have been nice to get some more. I never had any problems or saw mice/bugs or anything of that nature. The appliances in the kitchen were relatively new.
There was def something unusual about the heating/air conditioning situation. It would get hot or cold quickly in the living room but not as quickly in the bedrooms. I also had extraordinarily high heating bills for a smaller apt. Not all of the electrical outlets worked and some switched seemed to have little value
Overall I would recommend this apartment with the caveat that it's price is justified by the convenience of the location rather than the amenities. I would say it is probably a better for fit for younger professionals just starting out and people who are more suited to living in mixed urban areas.
