Westpark was my first apartment when I moved to DC...I liked the convenience of being close to downtown, and the "hip" area around it. Management was a bit unresponsive, but luckily no major problems occurred in my apartment when I lived there, so when little things did happen I let it go. I lived on the side of the building facing the street and the bars, and yes, the noise is loud. But you get used to it. Overall, it was pricey, but if you can afford it I would say go for it.
