The William Penn went through a spell of bad management for a couple of years after being turned over to a major management company. That is changing now--the current manager, who has been there a while and shows signs of staying, is pleasantly and quickly responsive to events and requests. However, one former plus has changed to a minus--the tenancy, which once was stable and long-term now tends to be young, transient embassy employees who get loud and crazy from time to time. One antidote to that, though, is the fact that the building has concrete floors and ceilings and is built like a fortress, so you just don't hear your immediate neighbors nearly as much as in other buildings. As for amenities, each apartment has window air, but kitchens lack dishwashers, etc. Maintenance is returning to normal, if sometimes on the cheap. The neighborhood is incredibly safe, thanks to Secret Service and cops cruising the embassies 24/7. Nevertheless, this is downtown DC, and last year, someone who got hands on a master key raided a couple of apartments--but that was dealt with swiftly, and I think, effectively. I have more confidence in the management than I have in several years after that episode. Also, the views from the west-facing apartments on the fourth floor and upwards are absolutely stunning, and the view from the roof deck is beyond belief--see the fireworks with friends from a picnic table up there and any other venue (other than maybe the old Washington Hotel) is ruined. As for price, I gather newly rented apartments are appropriate to similar spots around DC. You are, after all, paying for location, location, location.
