I have been living in this complex for 10 yrs. and it breaks my heart to have to pack up and move again. This complex was originally Harbor House II. Rent was reasonable, and utilities were included. Then the nightmare started! Harbor II was bought by The Schwab Group. We are being over charged for utilities, you have a different manager every month, and the Landlord disrespects us by forcing us to have our apts. on diplay so that potential investors can look at them whenever he feels like it. Once a yr. is fine; but every other month' What happened to paying for privacy'

Let's get back to the utilities.... We pay for water, sewer, heat & water heating. That's right, sewer & water heating! Go figure... My bill for October which was extermely warm and the heat wasn't turned on until 10/20, was for the total of $91.39. This is for an one bedroom apartment, not a house. One neighbor's bill was $17.00, then another neighbor's was over $200. We're talking about ONE MONTH!!! Once again, go figure.

Although, the size of the apts. here are the largest in the area, take the advice of someone who's been here for awhile. Do not move here if your looking for peace and quite. Beware of the Landlord who rips their tenants off by charging outragous price for utilities. AD2Hw9Wn8Umb3NN1w1jt

People from Park Place and Towne Court Apartments, Newark, DE (which are also managed by Schwab Ltd ) have exactly the same problems with the fraudulent-looking utility bills of $200/month.
