If your are looking for a good reasonable place to live dont come here! I have been here for a year and have had numerous problems. From day one there was a burn mark in my carpet, which i was told would be fixed,and of course it never was. My heat would only work if i had it up all the way, oh yeah and they want to charge you for heat, sewage, and hot water in which the average bill is at least $150 p/mth. I wont pay it because they have never shown me the meters from which the are getting this bill, but are willing to try and include it in my rent and post notices on your door with late fees and your personal info. There is a different manager every other week, and i had to curse one out because she decided to walk into my apartment, because she was knocking and i didnt answer the door! so i walked into my living room with my robe on only to find her standing there...thank goodness i wasnt naked....so much for privacy huh'

People from Park Place and Towne Court Apartments, Newark, DE (which are also managed by Schwab Ltd ) have exactly the same problems with the fraudulent-looking utility bills of $200/month. In Spring 2007 People have filed complaints about Schwab Ltd practices with the Attorney General of Delaware. Join the residents dicussion group: http://groups.google.com/group/park-place-newark-de

I too lived at Water View Court apts. for 10 yrs. I finally had enough of being ripped off from paying up to $150 a month in utility bills alone, and moved out in Feb. 2007. Prior to moving, I made it known that I contacted the Attorney General's office, and told the manager at the rental office that I wanted to see a daily breakdown of my heat usage, but that never happened. What did happen was, once a month I would get a notice for inspection of my apt. That in itself (in my opinion) was supposed to be a scare tactic, but it only pissed me off even more. I am in the process of taking the owners to court because they witheld my security deposit after I moved, charging me $150 TO CLEAN THE CARPET, along with a past water/sewer bill that I refused to pay. I have tried several attempts to try and get the community to come together and fight the owners in regard to the over priced utility bills, but it was all smoke and no fire. Peter Schwab still hasn't got what he deserves. Hopefully more people like me will make a stand and take him to court and hit him where it hurts; in his pocket...
