When we moved to Dover for the military in 2001, we had a list of places to visit before signing a lease. We visited Silver Mill first, and signed that day. The location is great, especially if you are lucky enough to live right on the water like we did. First we lived in a 2 bedroom there and it had plenty of room, carpet was clean, freshly painted, ample sized caged storage area in the basement, generally it was a low maintenance place to live. When our baby came along we moved next door to the 3 bedroom apartment, and that was a very easy transition. We found after moving into the 3 bedroom that they hadn't repainted the walls or removed green ant killer residue from the last tenants but the paint was in acceptable shape in most areas so it didn't bother us. One concern we had was the tiny ants that would come up through the bathroom sinks and kitchen sinks seasonally. They were attracted to water, not food or dirt apparently so everyone we knew in the building would get them at the same time in the kitchens and bathrooms. Maintenance would try to fix the problem in a timely manner, and they were always pleasant to talk to. The office staff did their jobs collecting checks and giving requested information- without a smile. I encountered attitude on almost every visit to that office, so I highly recommend direct deposit when paying your rent to minimize visits there :) Every other tenant I had contact with shared eye rolls over parking lot chats about visits to that office!
In short-
PLUS SIDE: pretty location, great view on the water sides of the buildings, newer construction, friendly neighbors, clean common areas including basement, basement storage, generous room size especially in the 3 bedroom, not far from the air force base, perfect for military, walking distance to "downtown Dover", close to route 1
MINUS SIDE: seasonal ants, inefficient snow plowing (bring your own shovel!)
