Wish the neighbors were more considerate

I have recently moved into Harbor Club, and I really like my apartment, its the neighbors that are very inconsiderate. I live on the second floor, and my neighbor above me constantly let their children run across the floor, but has the nerve to stomp on the floor when they can here my T.V. They play loud music, and are very harrassing. The maintenance people are ok, but their reponse time is very slow. I undestand living in an apartment there will be a certain amount of noise, but it takes nerves to make as much noise as my neighbors do, and than harrass me when they here my TV
