Sex offenders, littering, and barking dogs

I was thrilled when I moved in here in 2005 because the rent was so affordable for me. I also liked that my apartment's kitchen had been redone, and there was a new air conditioning unit/water heater. The location of the apartments is also really central to a lot of places I go frequently, and convenient to getting to I-95 and pretty much every major route in NCC.
HOWEVER, and this is a huge however, things turned sour pretty much after a year. I found out via a national watchdog web site that registered sex offenders live in the neighborhood. You'd think that the leasing office would do a better job of finding proper tenants for a community with so many children! So far, nothing has happened, probably because of the watchdog site, but still...sex offenders living two blocks from the complex's pool and playground' It's not just creepy, it's like a tragedy waiting to happen.
Personally, the worst of it is the constant noise, mistreatment of personal property by other tenants, disrespect for the community's property, and general lack of upkeep. Unlike many apartment buildings, Harbor Club's do not have a layer of cement between floors, so living here is just like living in a multi-floor house. You can hear everything--and I mean everything--going on in your upstairs, downstairs, and next door neighbors' apartments. I can hear the family above me on the phone, walking around, showering; I can hear my next door neighbors' video games and TV; I can hear the family downstairs screaming at one another. If anyone in the building has a dog, you are guaranteed to hear it barking; I had a major problem for about 4 months with a dog upstairs that started barking at 3 in the morning and did not stop until 8 a.m.
I have also found scratches and small dents on my car that were not there when I'd parked it the night before. I have found half-eaten donuts thrown onto my windshield. Someone left a dead cockroach on my doorstep (I refuse to believe it crawled there and died by itself). And when I put out some small pumpkins and gourds for Halloween, I found them chewed and squished next to my door one morning (presumable by someone's unattended dog). According to the lease I signed, if you want a dog, only small ones (<25 lbs) are allowed, but you'll see labs, dalmatians, big mutts, and even pit bulls being walked in the neighborhood. And you'll hear them barking, of course.
Maintenance responds quickly and professionally to any problems. I have absolutely no complaints about that. However, the tenants leave them more than they can handle sometimes! Paper plates, soda cans, beer bottles, plastic bags, you'll find all of them littered in front of buildings and in the parking lots some days. They recently redid all the landscaping, and it looks so much nicer, but tenants still treat it like their personal landfill.
So my main complaint is the kinds of tenants the place allows to live here. If there were a better process for determining appropriate tenants, I know this place would be so much better to live in.

You are a moron. There are plenty of places in New Castle County where you can live for the same price and not have the same problems. Harbor Club is a sht hole. I lived at Haverford Place and Harbor Club is definately worse. Admirals Club is a sht hole too but it's because they are managed by the same people who manage Harbor Club! For 700-800 a month, you SHOULD expect your neighbors to have the sense to clean up after themselves at the very least. That is just straight up ghetto no matter how much you pay in rent. As for the dog situation, I lived there 8 yrs ago and it was the same then too. It's not shocking that it hasn't improved. I wonder if they are still having a ton of break ins like they were back then. I'm talking cars and apartments. Like I said: sht hole!

Do you have delusions of grandeur. WTF do you expect for 700-800 a month?? Every place has sex offenders or thugs or whatever, this place is not bad at ALL. You must be from Little House on the Prarie or some sht because you are out of touch with how apartments are. This place isnt sht compared to some of the other complexes like Camby park, haverford place, admirals club.
