Bat infestation / Inaccurate Utility Bills

Pros:
-The apartments are slightly bigger than in other places.
-Park Place is close to UD campus (15-20 min. walking).
-It is on the UD shuttle bus route.
-It used to be a community of international graduate students.
Cons:
- Two times we woke up with a bat flying in our bedroom during night and got scratched. After second occurance, we had to insist to have the walls sealed under the heating system not to have any other bats entering the apartment. The maintenance staff confirmed that the walls of the building (which are empty inside) are populated with bats. You can here them at night moving inside the walls. Given the fact bats might have rabies the doctors required both me and my wife to follow post-exposure rabies imunization which consisted of 9 shots and costed more than $5,000 for each of us.
- You can hear almost anything through the walls which makes it difficult to study home.
- Lots of annoying experiences regarding the staff, if you want something to get solved the only solution is to send a letter by certified mail.
- Several months ago (in Oct 2006) Park Place re-introduced separate metering for water/sewer/heat/water heating. The bills received for these services are the MOST INACCURATE BILLS I have EVER got. We wrote 5 detailed letters (for each of the five utility bills) to Park Place Management, and after insisting a lot we have received only one letter admitting that the first utility bill was incorrect. For the rest of the complaints we have been told that they are investigated, but we did not get any answer.
After a while we called them and they said they did not have any complaints from us regarding the billing inaccuracies. This was a LIE, since all the complaints were submitted in an envelope with checks enclosed and the checks were cashed in. The utility billing is completely inconsistent, including:
- Unexplained double charges on different bills for the same consumed quantity.
- Unexplained gaps between ending and beginning metering reads for subsequent billing periods.
- The price for heat is totally arbitrary (at least for tenant). In October I was charged about $50 for using the heating system about 1000 minutes (i.e. 16 hours during one month). Another example: for one billing period I paid approx. $94 for 13000 minutes of heating system usage and in the next month (which was warmer) I paid $116 for 9000 minutes of heating system usage.
Technically , they charge whatever they want for the utility bills without any explanation.
- Staff at the renting office keep on changing and each time I call about an unsolved problem I have to talk a different person which claims is not aware of the problem.

I agree also. We need to get together. This system is daylight robbery. We have complained on numerous occasions and have received no satisfactory answers. Anyone who is wants to address this as a group can contact us at horlicks89@hotmail.com...do not be bullied into paying arbitrary bills by these people.
