Rockwood was not a terrible place to live but is by far overpriced for the area. I lived there for a year and had the following complaints:
Electric/Gas Bill:
I never could figure out why my bill was so extremely high. I paid about $185 a month as a working adult who was never home! Why'! I tried calling the electric company and they would only tell me to monitor my meter. It didn't help that you don't have access to monitor your own meter as it is locked up outside in Rockwoods utility closet. What a jok
Living Conditions:
The apartment itself was decent, albeit with no ceiling light in the living room I had to buy lamps. The floors were cheap and noise from neighbors tv sets or doors shutting was highly annoying.
Parking: Very difficult to park close to home unless you have an end unit. Each apartment must house multiple tenants or tenants with multiple cars as there are far more cars than apartments and I normally had to park and walk a good distance.
Management:
The management is extremely ---- and made my moving experience hell. They insisted that I park my moving pod at the very of the complex forcing me to get a truck and move my stuff twice. I had to truck it from my door to the end of the complex! My pod would have fit perfectly in one parking spot! Why would they do this'' I talked to pods about it and they said they don't have the problem with any other apartments.
They were also extremely ---- about payments and literally charged me late fees even when I walked my payment in at the same time they collected from the overnight box. No ifs, ands, or buts, they are jerks when it comes to getting their money and charging you more.
Contract:
Don't be fooled by month-to-month, you have to put in 60 days notice regardless and that 60 days only starts from the beginning of the following month. So if you pay Sept. 2nd that means you have to wait 3 months before you can move. The penalties are extremely high on their contracts as compared to other apartments.
My Recommendation:
Avoid Mid-Atlantic Realty altogether. They have numerous apartment complexes in the area. You don't always get what you pay for. Sometimes you get what you shop for. There are other great apartments (Like Cavalier Townhomes off of I-95) for a low price (3 bedroom townhome w/basement = $890/month).

Yup this is all still true in Dec 2008, the electric bill
that I've got running up has a lot to do with bad construction... in the winter you can feel the wind blowing
through these giant 5 1/2 foot wide windows not to mention
all atound the patio doors !!! I've never opened any window
sinse I moved here... don't want the noise... back to electric issue... maintenance won't replace weather striping around the doors even when you can see light all
around! I'm sure when I do it myself my bill will drop about 30% !!!!
