UPDATE XI: The employees here are completely insane and heartless! I am going through a divorce with my husband, I had signed a new lease a couple months ago, before I knew all of this was going to happen, and it's not even set to start until December, yet they are refusing to cancel it, and basically told me they don't give a ---- about what's going on in my life that is making it so I can no longer afford the apartment, and that they don't care that I've lived here for 2 years already and have always paid my rent on time and in full. I called the corporate offices about it, to go to the "higher-ups" to see if they would be willing to take a look at the situation and let me out of the lease, and those money-hungry bastards are refusing as well. To add insult to injury, the leasing manager at the complex claimed that I had been witnessed in a hit-and-run with her car as I left after talking to her about the lease. COMPLETELY false. She even claimed that the "police were out looking for me". She kept changing her story from I had been witnessed hitting her car, to I had been witnessed hitting another employee's car, to I had been witnessed hitting the car of a resident, to I had been witnessed hitting the disabled car of someone who does not even live at the complex, to someone "thought" they maybe say me hit something. Point is, she was making up this story to try to get me in trouble with the police, to try to intimidate me out of trying to get out of my lease. Her supposed call to the police took place hours ago, and no police have shown up, so she obviously made up the entire story. I am going to look into pressing charges against her for that. DON'T live here. They are insane.

UPDATE X: Last night some gross, smelly food waste and sewage started coming up from the drain in my bath tub. I call the emergency maintenance number, and the first thing the guy asks is if I have another bathroom I can use, as if I'm just supposed to seal off this bathroom and ignore the problem. He says he won't be able to do anything about it, which is what emergency maintenance ALWAYS tells me, no matter what the problem. Heaven forbid it actually be a real emergency, or I'd be in trouble. He says he will put in a work order for someone to come look at it first thing in the morning. I wait around all day. No one comes. I call the general maintenance number at around 3pm and leave a message about this. Still, no on comes by, and no call back. Someone comes around and puts notices on our doors stating they will perform a water investigation (not necessarily do anything, just investigate) on the 6th. Well, it is the 4th, and this happened on the 3rd. They expect me to go without a shower for 3 or more days!!! It looks like I'm going to have to call a plumber myself and shell out my own cash to get this ---- fixed.

UPDATE IX: Recently we had 2 tires slashed on one of our cars in the parking lot here. One other person in our building had 3 tires slashed on one of their cars and 2 on his other. The manager and some maintenance workers had some slashed as well. It doesn't seem random. The management says they are trying to investigate along with the police, but it's not like they'll catch the person because there are no cameras or security systems that actually help (There is a fence all around the complex but all it does is prevents people from going to the park and being a huge inconvenience for everyone. Also a fire hazard as now firetrucks can't get to most of the buildings very quickly.). I think the only reason management cares is because it happened to the manager. If it were just the residents, I think they wouldn't even lift a finger. Got new neighbors recently, already they are making tons of noise at all hours of the night and day. The woman brings many strange men to and from her apartment at all hours of the night, and one of them even sexually harassed me in the parking lot when she was standing right there with him (cat calls, etc.). Again, again, again, don't live here.

UPDATE VIII: We had so many problems with the person living above us with noise, drugs, etc., that we complained to management to, and they did nothing about. When this neighbor moved out, and complained about where our car was (in a valid spot with no "X" through it or "no parking" sign) because it was just slightly inconvenient for him, they jumped right on it and called us telling us to move it - eventually even threatening towing, even though we were in a valid parking spot, and even though they never followed up on our valid complaints of our neighbor. Every building has two entrances, and one of the parking spots in front of them is a valid spot, the other is not. Every building on this side of the complex are like this. We were parked in the valid spot. The neighbor could have gone through the other side quite easily. Management told us they were going to paint and "X" through the spot so people would know they could not park there. They have not done this. They even claimed no one else but us parks there, even though our building is on the opposite side of the complex from the office, so they would not see who parks there, and we know for a fact everyone parks there, even the neighbor who complained. The same night the neighbor came back and parked in that very spot. On another day, the manager was standing in the middle of a street talking to a maintenance worker through his car window, blocking traffic. There was a line of cars waiting to get through on both sides. The manager kept looking at the lines, and continued to stand there blocking traffic for about 10 minutes. Just today, a maintenance worker broke a water pipe in the apartment above us, and disgusting, dirty, smelly water began to pour into our bathroom through the vents, walls, corners, lighting fixtures, etc. This happened at 9am, they turned the water supply off so it was not like a waterfall, but it was still dripping all day. They didn't come help us until 3pm. Their idea of helping clean was to wipe down the bathroom with a dirty rag. Now the walls and ceiling in the bathroom and the hall are soggy. There is going to be a serious mold problem and is now a serious structural problem. We are going to have to move a.s.a.p.

UPDATE VII: They have decided to install a fence around the entire property, and closing off some of the roads in the property, claiming it will cut down on "teenagers" on the property causing problems. People - there ARE teenagers living in this complex, and most of the problems are caused by crappy tenants! All this will do is cause people to have to drive much farther to get to their home and be a huge inconvenience to everyone. They'll probably make the tenants pay for it, too. I also recently noticed a sign on the dumpster claiming that if trash is not put in the dumpster, management will put it in our living rooms. I am not making that up. Joke or not, these people are psycho. So - if the dumpster is full and you can't fit your trash in it - it's your fault apparently! Also, the dryer in the laundry room on my floor was tampered with and cannot be used (someone broke their payment card in half in the slot, so now no one can put their card in to start the machine), and management claims that the laundry facilities are not their responsibility, and refuse to fix it! How are we supposed to do our laundry now' They claim it is my responsibility and I have to find out and contact the manufacturer of the dryer and hope they will fix it. W-T-F!'!'! I called maintenance about it before going to the office where they told me this, and their maintenance workers don't even speak English! I had to go to the office in the first place because the person that answered the maintenance phone couldn't understand a word I was saying and neither could I understand them!

UPDATE VI: Chelsea on the Square was sued in August of 2008 for not complying with the Delaware Landlord Tenant Code, they lost, and then had to be sued again for not complying with that finding! UPDATE V: I sent a letter via email about how dissatisfied I was with the new management, and they had the gall to email me back trying to intimidate me. They also had the gall to call me a liar about not being notified about them installing the thermostat meters. They claimed I was notified, after I told them I was not. If this is not calling me a liar, I don't know what is. They also claim they are in compliance with the Delaware Landlord Tenant Code... I can believe that as much as I can believe they sent me that notification! They are sneaky bastards... don't waste your precious time and money. Oh, they also claimed that all their employees live here... which can't be true.

UPDATE IV: They sent maintenance workers into our apartment to install something on our thermostat with no notification that they would be coming, and the maintenance workers even claimed we were notified. There is a serious lack of communication between management and their employees. They installed this thing that will only allow us to go up to 70 degrees in the winter - 70 degrees!!! Heat and water are the only things that are provided, and now these cheep, greedy asses are putting restrictions on them. We will be freezing all winter. If you like being comfortable in the colder months, DO NOT LIVE HERE. They also are making us use keys to get into the laundry rooms - but only residents can use them anyway since they require special money cards to use the machines. The woman at the office said that the key will soon also be for the fitness center - which you already need a "key fob" for to get into. This management group knows NOTHING about the places they run. And all they do it create more and more rules and restrictions over the residents. According to the Delaware Landlord Tenant Code, it appears most of the crap they are doing is ILLEGAL. I REPEAT - DO NOT LIVE HERE.

UPDATE III: They increased the cost for using the washers and dryers. They used to be $1.50 for a wash and a $1.50 for a dry (pretty steep already), and the new management has increased it to $1.75 for each. It may not seem like much, but that stuff adds up and this is just another indication of the shady, crappy, greedy new management.

UPDATE II: They put notices on all our doors complaining about dog poop outside, saying we have to take our dogs to "designated pet areas", even though they have no designated pet areas. They also threatened to evict any person who's dog poops outside. Guess what' That's where dogs poop! They also demanded we fill out a form with all info about our pets (which we all had to do on our original lease, so they already have all that info), as well as a copy of the pet license and documentation on ALL their shots. Most people don't have licenses for their pets and may not have documentation, even if their pet does have all the shots. If the resident doesn't comply, or the pet doesn't fit all their new rules, they EVICT THE PET. That's right, they tell the person they have to get rid of their pet. THIS NEW MANAGEMENT IS HORRIBLE. DO NOT LIVE HERE.

UPDATE: Chelsea on the Square has been bought out by Metropolitan Management Group and they are renaming it Autumn Park Apartments. They are building about a dozen new buildings. Their first order of business was to send maintenance workers into my apartment at 9:00AM unannounced, without knocking on the door or ringing the doorbell. My fiance and I were in bed. I wake up to voices and noises in my apartment. What am I going to think' When I hear them finally leave, I get up and look. They have been fiddling with my air conditioner, have taken the filter off of it and thrown it on the floor, and turned several lights off. They walked out and left it this way. Then, management posts letters on everyones doors telling them they are not allowed to have anything on their patio - why have a patio if you're not going to let us use it''' They're not even allowing small children's outside toys on the patios. They claim this is in the lease but fail to realize that older residents don't have their newly created ---- lease. They also made us fill out a form with personal information and the personal information of close relatives to turn in to them - ALL INFORMATION THAT THEY ALREADY HAVE IN OUR LEASES. They are horribly unorganized and unprepared, incredibly rude, and seem to care more about making money than keeping and bringing in new residents. This is the worst management I have ever had the displeasure of dealing with, and I can't wait until I can get out of here.


The bad points - The management acts awesome before you sign anything, but after you sign a lease and they have your money they treat you like crap. They just started this new thing where they have a business agreement with a towing company to make money off of us... by towing our cars! They think of all sorts of reasons to tow your car that have nothing to do with them. If you park legally and mind your own business they don't care. They stance is, "we own the lots and allow you to park there, we can do what we want". I'm having to park my car at my old apartment complex just to keep my car safe from them until this weekend when I can get it inspected. They don't care I said I can't get it inspected until Saturday, and they will tow it if it's in the lot no matter what I say. The apartment is in Delaware, but they are trying to tow me because my license plate is Pennsylvania and I don't have a Pennsylvania inspection sticker in my window. ----, money-hungry -------s. Their apartments are also very run-down. They keep their model well kept up, but the actual apartments are falling apart. Literally. And they hardly fix anything, or they make problems worse. I've only been here not even 2 months and I am extremely disappointed. Their heaters sound like big-rig truck engines are in your apartment. They lie to you. We were told the apartment we were moving into had a view of the lake behind our building. Instead our apartment looks over the other side of the building... at the parking lots, some grass, wire-covered rocks, and the propane tanks. The screens they have on their sliding glass doors don't go to the doors that are installed, so they don't fit or track right, and they are on the inside of the door. So, to open the door, you have to open the screen, then the door, then shut the screen, which is, as I said, on the inside. The floors feel like there is padding only under the carpet on some areas, and some areas feel like they left a tile or two down on the floor and put the carpet over it. None of the floor, especially around the wall, is level, so your furniture will all tip forward. They replaced the floor linoleum in the bathroom and kitchen, but not all of it. If you look between the fridge and cabinet, you see the old tiles still there under the fridge. It's not a small space between either, about 5 inches, because it is a smaller-than-average fridge. There are tons of juvenile delinquents running around the complex all day. Laundry is very expensive to do there - $1.50 per wash and $1.50 per dry. Paying rent is not secure - they just have a see-through box in the office with a sign on it that says "rent" for you to stick your check in. No receipt of payment or anything to prove you paid it if they mess up, plus anyone that walks in could look in the box and see your account number. The buildings are 30 years old so are probably unstable and are made of wood, a real fire hazard. My apartment hadn't been cleaned before I moved into it - you could see the tub was dirty as well as the toilet - there was dried, dirty piss all down the sides of the bowl. They just tried to make it look clean by installing new carpet. The management all acts competent, nice, and understanding for a while, and then eventually they treat you like a burden, never mind they rely on you for their salary! Many people working in the office have no idea what they are doing. the maintenance workers are dirty, smelly, don't fix things or make them worse, or leave your place before doing what you needed them to do, sometimes leaving equipment and things in your place and not coming back for them. One maintenance worker left an extremely dirty heater filter on the floor of my place where my cats could have gotten to it and could have gotten sick - imagine not only all the dirt but all the chemicals in that thing. They are inconsiderate and absent-minded. The vertical blinds in front of the sliding-glass door are too low and drag on the carpet. The park next to the complex is run down and not well kept, with a sign that says "use pool and grounds at own risk". There is a lot of hateful graffiti on the building, and the grounds are covered in dog crap, because people from the apartments come and walk their dogs and don't clean up.

The good points - Except for the kids it is generally quiet, at least in my experience. It is farther away from UD so there won't be those party-all-night-every-night kind of idiots around you. They have a lot of different models to choose from so you'll more than likely find something that would fit well with your lifestyle. They have a washer and dryer on every floor so you'll share it with a max of 4 or 5 other people, not bad. I've never had to compete for them yet. It is right behind an okay shopping complex with a grocery store, bank/cafe, couple restaurants, bar, drug store, martial arts school, dry cleaners, hair cutters, poker room, 24-7 convenience mart, and a couple other things. No movie rental place around though. It's really close to the I-95 entrance/exits, and close to a lot of places with things to do. Every apartment has a garbage disposal and washing machine, the cabinets have magnets to keep small children out. Pretty good closet space depending on what model apartment you're in. Usually plenty of parking spaces close to your building are open. It has a 24-hour fitness center.
