My apartment was VERY cold in the winter. The windows are porous, and you'll need to seal them with plastic to prevent drafts. I also recommend doing this to the fireplace as well. Keeping the apartment warm was an issue, as well as keeping it cool. In the summer time the AC would stop working because the air compressor would freeze. Condensation would form on the compressor, so that it wouldn't work. In the summer time on hot/humid days I would be reduced to using the AC for spurts at a time. Really inconvenient at night.. since you're waking up every 2 hours to turn the AC off, and to let the ice on the compressor melt, and then to turn it back on. The maintenance crew were unable to figure this out after many complaints on my part... so I just learned to coax the AC unit as best I could. The crimes at the apartments was a suprise. I specifically asked the manager before I signed if anything criminal happened, and she said the only thing she knew of was a scratched car due to a jealous boyfriend. I do know of a home invasion that occured, and I see cars being re-possessed on the parking lot all the time in the evenings.
The good aspects of the place. The concrete floors really muffle the sounds. I hardly ever hear my neighbors through the floors. Maintenance response time was spotty. Sometimes it was next day, sometimes it was 3-4.
