My apartment is in the basement and has flooded on a number of occasions. The maintenance has been slow to clean and replace the carpet. When I have complained the manager yells and swears at you. Then when I have shown him documentation that his maintenance was wrong, he was unapologetic and it still took weeks to repair the apt.

First of all...WHY would you get an apartment in a basement?? that was your first mistake. Perhaps you had the manager swearing at you because you were swearing at him first??
