I lived here for 3 years and overall I would have to say its just ok. If you do not make a lot of money and just need a cheap roof over your head it is fine. I lived facing the trains and it was pretty bad. I got used to it but your apartment especially if you have a loft would shake when it passed. I would just recommend staying away from the first rows of buildings. This is probably why they run specials on them.
During the time I was there everything in the apartment broke at least once. In the case of my A/c it broke 4 times in 2 years. My toilet always ran and the fridge went after my first month. All was supposed to be replaced but never happenned. All were just patched up. Maintenance was quick to fix everything but bottom line management just needs to fork over the bucks to replace everything properly.
As far as neighbors I guess it is the luck of the draw. I have a friend who lived here who has never had a problem. I was lived in a studio, and over the course of the two years I lived next to a couple who would fight and have the cops called on them almost every Saturday night, a woman with two small kids who would leave them home all the time, and then finally two guys who I suspect were drug dealers. They would blast music and smoke on the balcony all night long. The office tried to help but my neighbors just ignored them. Since the balconies are attached I just had to deal with it. My apartment would smell like a bong because the poor insulation would not keep the smoke out. Eventually I left b/c I could not deal with the residents anymore. I was more stressed at home in my apartment than at my 6 day a week job.
If you are short on cash and just need a place this is better than most other crappy apartments at least the staff will try to help, but if you have class look elsewhere.
