A big hint about the place is that it is subsidized housing and most of the problems come from who lives there.

Many of the prople are porch monkeys. They party into the night without regard to their neighbors. Some of the managers make a real attempt to stop this stuff, some don't.

The last and most recent manager was pretty good and tried to enforce the rules of the property. But she had rotating staff that wasn't too swift. They were nice enough, but you get what you pay for and they aren't paid all that much.

They have some reason to come into your apartment on a regular basis. Checking for the state, for fire estinguisher checks, for building maint., etc. We all figured they were constantly checking to prevent folks from growing pot in their house and to see just how many people were actually living in the apartment. Some apts
had one family rent and then 2 more moved in with them. Can't tell you how great it was to have them for neighbors, and how tough it might be to get them out.

There are more kids than you can imagine running loose on the property. There's one park, but a lot of the kids won't go there because they believe there are sex offenders on the property. So they use the apartment buildings like playgrounds, which is pretty tough on those that are shift workers.

The apartment layout is really pretty nice. Problem is that the walls are like tissue paper. Imagine living in an hourly motel. You can hear everything and it's very stressful. The poor insulation causes high electric bills and a ton of dust.

Management and maintenance depends on who the team is. We lived there several years and went through a bunch of people. Also Concord was sued by the Dept. of Housing, lost, and we figured the cut backs in staff and service came from that loss. They work until 6 Mon thru Fri. There's no staff on the premises during the evenings or on the weekends when they're most needed. This is when the blasting car radios cruise the parking lot, the parties go til wee hours, and bands of rough looking kids roam the property. The police have to be sick of the place.

There were break-ins, car vandalism, fights, broken trash compactors and a ton of trash on the ground around them. One trash compactor for 300 families. When temps were hired to pick up the property trash, they only picked up what could be seen from the roadway. In their defense, the kids treat the outside area like a dump, and there's an amazing amount of trash to pick up each day. Luckily dogs weren't allowed then. Don't know if that has changed.

The pool is closed a lot during the summer for one reason or another. Tenants think the closing is for the imbalance caused by a ton of kids peeing in it.

The gym equipment was broken more often than in good repair and it was always going to be fixed "SOON." Most stopped going to the gym after dark, because it was filled with sweaty guys that you weren't sure lived there and were actually there for the workout.

Don't know why they bothered to put in a gate system. People just crash through the arm, or wait and go through the out side after someone leaves. It's was broken 95% of the time. It's a false sense of security that they can advertise.

Many people continue to live there because the rent is so much cheaper than anything else of comparable size and condition. If the place had just been built solidly where you couldn't hear all the stuff outside, it would actually have been nice in spite of everything else. QUIET MATTERS.

Some day builders might actually start building for human beings rather than for the rent they collect. They build good looking file cabinets to stuff people into and slap themselves on the back for being such great guys for building for the "LESS FORTUNATE" that have to rent. The state could change the building requirements, but it's not going to happen unless people start making a big fuss about being treated like sub-humans. Write some letters. Make some calls. Copy these reviews and mail them to the state. See what can happen.
