We moved there in a rush because our company closed somewhere else and needed a place fast. We had electrical problems that were never fixed. Water leaked from the ceiling and around the windows and from the floor edges. There was mold on the walls that they would only cover with paint and they would not let the health department in to check. They had let a convicted pedofile live there when they knew children were all around. They neglected to tell anyone. The took in drug dependant people on probation. It is a scary place. I would not even recommend it to homeless people

I never had anything remotely close to what you have. If the health dept wants in, hiw can they refuse? Seems you are grinding an ax.
