Moldy air conditioners

I moved in during June of 2007; the air conditioners are old, loud, inefficient and expensive to run. However, the worst thing is that they are chock full of mold. The management does not answer the phone & does not call back; there is no bike rack for storing bikes in the garage, either, which is a problem, as everyone is forced to lock them up on the pipes, which has to violate some sort of municipal code. Other than that, the neighborhood is nice and the place is otherwise clean.
