I've been living in Archer Woods for two years now and I've enjoyed it. There isn't a lot of noise and I've never had any problems with crime (although apparently someone got their 5,ooo dollar motorcycle stolen a while back).
Halfway through my stay here, management changed. That's when all the useless construction started. The same company that owns Regency Oaks now owns Archer Woods. Maybe that's why money is tight for them, I don't know. But whenever they start a new project, which usually involves them ripping boards out of the facade of your unit, they never finish it completely. It's like they do half the job and then run out of money. The place looks all messed up now. Every building is a different color and all the units have boards missing from either the outside staircases or the balconies, which aren't screened in and are tiny (useless). Management comes knocking on your door every few days to tell you that you have to move your car (again) because they're going to be pressure washing the sidewalk or "cleaning" the roof. All that really gets accomplished in the weeks while the workers are present is a lot of standing around talking in the front parking lot while they leave their stero blasting music right behind your unit even when nobody is working in that area. If you go outside and turn it off, you'll get about ten minutes of relief until they realize what you've done and then turn it back on. The front office guy is a big ----- so he doesn't do a damn thing about it. But that's the workers. The apartment I live in is fine. There are a few dings and dents that I'm sure I'll be blamed for upon moving out. I know I won't get my security deposit back. But guess what' You are a renter. You are gonna have to put up with crap no matter where you live. Get used to it. For the money, this place is just fine. Oh yeah, and as for noise from neighbors, it's not that bad. You can only hear them when they're in their bathroom (you can hear every word they say, which obviously means they can hear you. Keep that in mind.)
